Can an individual auto insurance policy holder be sued for an auto accident caused by someone else insured under their policy?

No.

Well, the full answer is that you CAN be sued (they can sue anybody they want to), but you aren't personally liable for an act committed by someone else unless there's a valid theory of vicarious liability (for instance, if you hand your car keys to a drunk person, or if he's acting in the scope and course of his employment by you when he's driving).
