my mother was hit and killed by a car in houston texas back in 2000. is it to late to file a claim on the insurance company.

That depends. There is a 2-year statute of limitations against the individual or company causing her death. However, if there is a claim being made on her own policy for "uninsured" or "underinsured" motorist coverage, that statute does not expire until 4 years AFTER THE CLAIM IS DENIED. It is possible, therefore, that a UM or UIM claim could still be viable.
