Legal Question in Personal Injury in Texas

My son was at a civic meeting five years ago. During a physical event, he was hit in the mouth by another little boy and three of his teeth were fractured. The dentist told me at that time that my son would require extensive dental work later on. I had the dentist give me a statement with the details of future work that would be needed. I submitted the statement when I filed a claim with the civic's group's insurance. Recently, my son started have problems with his teeth tingling. I took him to the dentist and was informed that he would require three root canals. I spoke to the civic group to get the claim started on the recent dental work needed, and they told me that they never received a copy of the letter from the dentist. They told me that they would contact the insurance company and if they do not have a copy of the letter then there is nothing that they can do. I have sent them a copy of the letter that I had retained in my files. Can they just not pay?
