If a fence was built on your property, and then it was discovered that part of it is ten feet on city property who has to move the fence, the land owner or the city?

Check the city ordinance. It will govern. If the city wasn't involved, there is no "obligation" to move the fence, but there is a "right" to remove it from the property by the victim of the trespass. However, it is always best to work things out with your neighbor.
