purchase home - buyer's obligation to broker?

If a broker visits a home builder with a potential buyer, but did not locate the development or the builder and did not negotiate anything regarding plot, floor plan or price...is the buyer obligated to use that broker as their representative? The broker was dishonest and obnoxious and added no value to the process and no contract was signed with the broker, although they did sign a welcome card next to the word ''representative''. If the buyer signs with the builder and the builder does not pay the broker, is the buyer obligated to pay what the builder would have paid if the broker was listed on the purchase contract?

Unless the buyer signed a contract with the broker as a buyer's rep, it is my opinion that the builder, and the builder only, would be liable for the commission.
