Legal Question in Real Estate Law in Texas

Is there a statute of limitations on property boundaries? My previous owner build a driveway on 2 1/2' of now neighboring property. New owner wants me to sign an permission slip allowing me to use it, yet he can revoke it at any time.......does that sound correct?

Yes there are limitations periods for what's called adverse possession of real property. Sounds like your neighbor wants to protect himself from losing title to the part of his land that your drive sits on.
