re-opened cases

I had a case against my brother and they said they closed it when the yougest one turned 18. Can their girlfriends re-open it to use against them in a case for custody?

Generally, the records of any civil case, and any criminal case involving adults, are available for certain limited uses. A case, once finished, cannot be "re-opened" to re-sue or re-charge anyone over the same facts and circumstances.
