what is the legal status in Dubai when a husband steals a blank signed cheque of his wife , asks someone to fill an exorbitant amount and his name (husband)as payee , bounces the cheque and then files a criminal complaint against the wife? Is there a separate law for cheques issued between husband and wife in Dubai?

There is no separate law for Cheques issued between Husband and wife. In the instant case you may initiate legal action for Cheating and Forgery.
