Misuc - MP3

I am thinking of uploading a website where users can ONLY listen to all kinds of music, like a Juke Box.

The users are unable to download any songs.

Am i allowed to do this without paying any loyalties (or any monies on regards to the listen to mp3's)

I am in Ireland NOT the United Kingdom and hoping to have a .IE website.

There is no option for Ireland or Republic of Ireland in your selection list and incase you your not aware already...we are not apart of the UK!

Like Rugby, St Patrick's day, The Stock Exchange and other matters common to both parts of Ireland, in the UK and the Republic Copying another's intellectual Property requires a licence from the copyright owner usually obtained through a collecting society like the Music Alliance.

No you can't do this, because there are two separate rights that the copyright owner has that are involved here: in simple terms, the reproduction right and the broadcasting right. You are correct that by preventing them from saving a copy of the song to their computer, you are stopping them from infringing the copyright owner's right to control copying of the song. However you are still infringing the copyright owner's right to control broadcasting of the song. So, you do still need to pay royalties if you want to do this legally.
