Can a minor living in a household be served for the parent?

Yes if the minor is old enough to understand the basic concept - generally anyone in the household over age 11 or 12. If you want to contest the service then you must file a special action. However, it would seem the smarter thing to just answer the complaint. If you are late, then contact the other side and tell them why and see if they will consent to an extension or request an extension from the court. If you do nothing you lose.
