If a company offered paid vacation and was taken over by a company that don't offer paid vacation, are the employees of the first company entitled to paid vacation or a pay out if it is earned

Both the selling company and the buying company may be liable for the vacation time, unless the seller was in bankruptcy or receivership. The vacation time would need to have been earned.
