Supervisor to supervisor harassment

I'm a supervisor in a large co. over one dept. a supervisor in another dept that we do work for sends his employees to my area to report to him what my employees are working on, he has sent his employees over to ask my employees to transfer to his dept. and has even asked one if they would like to replace me. He has told coworkers and upper mgmt that I'm a failure & have no idea what I'm doing. When advised when his work will be completed he tells me how I should do my job and threatens he will report to my super. When my super. knows the situation. Every day I have a employee in my dept or another dept advising me of the demining and undermining comments that this person says. Is this a case of harassment?

It sounds like harassment, but is not the kind that the law covers. Talk to the supervisor and find out what the super wants to do about this situation. Make your complaint detailed and in writing, giving names, dates etc as much as possible.
