Working for Cosmetology License

My wife works at a hair salon as a cosmetologist. She is not licensed but is in an ''internship'' working under the owner who is a licensed cosmetologist and instructor. Unfortunately my wife seems as far away from her license today as she was when she started two years ago. I am worried they are taking advantage of her by not signing her off on certain things and keeping her in a perpetual state of limbo. What are our legal options? I know that she could just leave but then she would be out all the time she has put in at the salon. If she stays at the salon they can keep using her as cheap labor in the ''internship'' program.

Have her contact another entity who can test her competency.
