Legal Question in Personal Injury in Utah

Insurance Info at the accident site.

Is giving insurance information at the car accident site manditory or can the at fault just pay the damage out of their pocket. What do I do when they refuse the estimates I provide. What recourse do I have?

You are required to exchange identification, including insurance, information at the accident site, or as soon thereafter as practical. You don't have to report the accident to your insurance company if you want to pay for the damages yourself. If you pay yourself, make sure that the other party signs a release of liability so it is clear that you have paid and that the other party cannot come against you for more damages in the future.
