Can Virginia Rental Apartments charge for residents to park in handicapped parking when they are authorized?

Yes, it's true that such handicapped parkers are authorized to park in

designated handicapped parking spaces by the DMV, but that in no way means

that they are necessarily entitled to park there free of charge.
