Legal Question in Disability Law in Virginia

My wife and I currently live in an apartment complex in King George VA. I am a disabled American veteran with only one leg, along with a prosthetic leg. After the recent snow storms we were forced to stay at the hotel I work at, so that I was able to work through the storm. Once the storm ended and all the roads were clear we went back home to find that there was no where for us to park. The entire lot was full of ice and snow, with the exception of a pathway plowed through, which only made it more impossible to park anywhere. Due to this inconvenience, I dropped my wife off at home and had to park my car a mile away and walk home. Is there any action I could take to ensure that I have a place to park my vehicle at my own home.
