Is geting an American passport for an American citizen a right or a pervilage?

All U.S. citizens are entitled to a U.S. Passport as a necessary corollary to their basic right to travel.(This right, of course, is not unlimited and may be subject to curtailment when circumstances may require such action by a court or other governmental entity.)
