Legal Question in Consumer Law in Virginia

Sir, I placed an order for silver coins I sent the $16838 by bank wire to a company located in Virginia USA, the proprietor of the company has strung me along for 7 months I have requested a refund but he just ignores my requests, I have also contacted his lawyer who is supposed to be dealing with dispersal of money back to customers who have not received their goods or refunds as yet, I am aware that to sue would cost me thousands in legal fees can this money be recovered from the owner of the company as they have been charged with postal fraud and are awaiting a trial date, what are my options to recover the money.

Should I go see a lawyer here in the UK where I live or do I need to contact one in Virginia. Can I obtain free legal aid in the US.

what are my options. I have sent a settlement demand letter but no reply to date.
