Legal Question in Consumer Law in Virginia

I used to be a student at a local high school and I was recently asked to submit a list of reforms I would like to see instituted. One of the biggest things students complain about is the school lunches. I was wondering if it was legal/feasible to "outsource" the food by essentially purchasing a restaurant franchise and putting it in the local school.

When you say "is it legal" this would come under laws of government contractgin and Federal regulation.

In general, it would obviously be legal.

The question woud concern government rules and reulgations running the schools and the food system, as well as contracting.

I am certain that they could do it they wanted. The only question is whetehr a local school could do it all alone without reforms at the State level.

The biggest question I think would be if they would qualify for Federal funding that come with school lunches. The franchise or other food vendor would have to meet the Federal government's (USDA's) criteria so that federal funding could keep rolling in. This applies to poor people getting free or reduced price lunches.
