If you had a possession of Marijuana charge in VA, could you still be eligible for the First Time Offender program if you were caught in NC with possession of methamphetamine, but have no other records in that state (NC)?

No, not if you were convicted of the criminal charge in N. Carolina as first time offender status means exactly that, i.e., no other prior convictions

for any other crime anywhere.
