Legal Question in DUI Law in Virginia

1st DUi in WA. 5 years ago- 2nd DUI in VA as of today...

What should he expect? This just happend today. He is in the NAVY..--name removed--very prominent part of our Navy....and i think he will endure huge penalties. He just got arested today.... still in jail. thank you for any help you can offer.
