Legal Question in Family Law in Virginia

My case is an arrears only. There is a wage with holding order so my employer sends my payments in each time I receive a check. DCSE also gets my tax refunds every year. And I have no problem with any of it. But now DCSE is telling me they intend to get the DMV to pull my license because they haven't gotten an arrears payment since Jan 2012. I have been in contact with my employer throughout this period of lack of work.I did not quit my job, I have not been fired, he just hasn't had any work for me lately. I have worked in the building trade my whole life, about 28 years, its all I can do.

I have applied at other companies but have not received any calls for interviews. I can't collect unemployment because I owe an overpayment amount from the last time I collected it and have not been able to repay it. How do I prove that I am not willfully refusing or avoiding making my arrears payments, I honestly do not have the ability to pay right now?
