child support

the thing is my daughter spends the majority of the time with her grandmother at her place, and my daughter's mom does have a residence but it seems they are hardly there. Does it still make a difference that my daughter spends the majority of the time at her grandparents home even though she does have a home.

Who's footing the daughter's bills for the time that the daughter is with grandma? If not the parents, it's about time that they should start doing so, after all grandma has no legal obligation to support this child--unlike the child's parents who clearly do.
