i am divorced and i have full legal custody of my two children. The courts took my ex's rights away from him and is not to come anywhere near my children. he has been gone for 4 yrs and my kids do not know who he is or remeber him, is there any way that i can change my children's last names without his permission?

You can file a petition in your local circuit court to change the names of

your children. And, if the father's parental rights have in fact already been formally terminated, there would likely be no need to obtain his permission for the name change nor even to provide him with any legal notice regarding the matter.
