My state is VA

My child's father quit his job and is sicking an adjustment of the child support order to pay less and have me pick up her health issurance. Is "quitting your job" a valid reason, in the eyes of a judge, to lower child support payments?

If he is voluntarily quitting his job his reduction in income will not be recognized by the Court, thus he will not be able to reduce child support.
