If my stepchild's father's name is shown in the birth certificate, but she was born out of wedlock, is this father identity not reasonable ascertainable?

Children are born out of wedlock on a regular basis. If a person's name is shown on the birth certificate of a child as the child's father, then that person may well be the child's father. In any event, the court will determine that the identity is reasonably ascertainable. Whether or not that person can now be located is another question, but that person will be entitled to notice of any proceeding regarding the child unless and until his paternity is disestablished.
