exmptions to garnsihments

I have a judegment against a former landlord over a fire, he also has a past judgement against me for past rent.

Will his past judegment be used as a exemption in court to mine, I have been told by one lawyer that a counter claim is not the proper thing to be brought up at a exemption hearing?
