Legal Question in Civil Litigation in Virginia

Suppose an extremely contentious piece of legislation passes both houses of Congress and is signed into law by the president. A group files a lawsuit against this legislation in federal court in an attempt to stop it. Can the legislation be enacted while there is pending litigation against it? I honestly do not know if this would fall under "General Civil Litigation" or "Litigation Law."

Yes. The Court is without authroity to stop the legislative process. It could rule a law unconstitutional, but only after it has been enacted.
