I have PERM approved and if i apply I-140 (today) in EB3 category, when I am suppose to get my EAD or Green Card ?

It will depend on your priority date and on the Visa Bulletin. You can not file your I-485 until your priority date becomes current. Right now, employment visas on the third preference category are unavailable.

You will not get EAD till you apply for adjustment of status
