a friends landlord told her she couldnt call the cops??

the landlord told her that she couldnt call the cops, she could move out, never received a copy of the lease, the tenants around her could do whatever they wanted etc. i just want to know what kind of action the girl can take and if this is illegal for her to do this.

A landord may not prevent a tenant from calling the police. A retaliatory eviction process by the landlord is not permitted. Tenants are entitled to a copy of the lease.
