Legal Question in Legal Ethics in Virginia

My employer is not putting retirement contributions I have made into my retirement fund. I have compared the dollar amounts that went into my retirement fund against previous W-2 forms. The amounts on my W-2 forms exceed what actually went ino my retirement fund. Some co-workers have also campared theirs as well and it appears that the employer is doing this to others. Bottom line is that money is being taken out of paychecks and the agency is not putting the full contributions into retirement funds. Isn't this illegal?

Yes, it certainly could be illegal but what is the employer's

explanation for this alleged shortfall? (Yes, someone will need

to confront the employer regarding the situation and give the agency

an opportunity to provide an explanation--if there is one.)
