Handicap parking in rental/leased property .

If a rental car business leases property to park their rental cars and they park their own rental car on their leased property which is marked for handicapp, and the car does not have the proper/or no placard can they still legally park it their? This space is of course for rental cars only and not public parking.

I would conclude that the rental car company can park its cars wherever it pleases on its leased private space irrespective of how a particular space is marked or whether a particular rental car has a placard designated for handicapped parking hanging in its window.
