Plea Bargain

I got pulled over for speeding in Virginia for 20 miles over but luckily the cop only charge for speeding. My court date is at the end of September. I want to reduce the charge for under 20 miles for less points deduction. My question is, who should I talk/contact to plea bargain (court clerk, prosecutor, or in front of judge), and when, before or during the hearing date? Also, should I take driving clinic class now or wait after the hearing? Thank you very much!

Take the driving clinic now. See the prosecutor

on the morning of the hearing before your case is called. Bring copy of your driving record from DMV. Check to see if the ticket writing officer is present. (If not, may want to consider asking for a dismissal rather than agreeing to a continuance.)If officer, however, is present, talk with the prosecutor and show him your DMV record(if it's good)and offer to plead guilty to a reduced speeding charge, like 10 miles down or so from what was originally charged.
