Minor rights to due process/protection from slander

A minor is accused of a crime by a public official of the police dept (not a police officer) with the caveat ''if only we had the manpower we'd arrest this person.'' Question is does minor have a right to evidence of accusation (if true) and/or is minor protected from slander (if false)

The minor has no right to evidence of the accusation until and if he or she is charged with a crime.

The minor is protected from defamation just like anyone else.
