There is no such crime as Menacing 3 in the State of Washington. It sounds as though you may be referring to Malicious Mischief in the Third Degree. RCW 9.41.070 provides the basic summary regarding concealed weapons permits, and generally speaking, a prior gross misdemeanor (unless it was a Domestic Violence offense) should not disqualify you.
