Child Custody

I am living in WA and my son has been staying with his dad in OR for the past 10 months. I am wanting to file for custody for him as I feel he is not in the best situation. His dad has been unemployed for the last few months, has moved him around 5 times in less than 2 years. I want a stable place for him to live, and be here with his sister. I want to know how to go about filing? I read you need paternity established in WA, but it was already in OR when he was born. Is this something you can transfer, or do you somehow file for it here? I just need to know what all I need to have done to do this? Thank you.
