Legal Question in Family Law in Washington

divorce settlements

my sister in Texas has not recieved a cent from her divorced hubby in w. virginia, for more than a year..what does she do and where is it to be done? ( the settlement was made in a W. Virginia court, and I think he still is in the house they co-owned, but gave up to just get away, but still had a court order for alimony))...she is taking care of our 88 yr. old WW2 POW (3.5 yrs. Japanese POW) stepfather AND HE PAYS $500. A MO. for rent but if he passes..? Is she on a time limit to take action? (she has a hopeless sound in her voice ..let it go..I dont know ) and what should be her first acts (she is broke so cant 'get an atty.), and are there any other agencies I can contact ? i live in another state and am on SSI, so my ability to help is probably best judged by my need to appeal here.

You might work on writing a more coherent statement,. Your statement is confusing, and what isn't confusing is mostly irrelevant. It is also posted to WA attorneys not WV attorneys.
