Divorced parent taking kids on vacation

My parents have been divorced for 3 years now and have never followed the parenting plan. Therefore, my mom allowed my dad to take my siblings on vacation for two weeks (last week and this week) even though technically this was not his time to take them. Furthermore, my dad decided to withhold information as to where he would be taking the kids and as it turns out this week is up in the mountains where the kids are out of range for my mom to check in with them via telephone. From a legal standpoint, has my dad done anything wrong?

Probably not. It appears this is happening by agreement. I am happy for them, that they are able to do things by agreement.
