parenting plan

What is the procedure needed to start a parenting plan when the parents do not agree? I have come across information regarding modifing or changing plans but not starting one. Is modifing the same as starting a petition? I also read that you need to ask the judge or court for a petition. Any advise is appreciated. Thank You
