Setting up a meeting to disscuss school and parenting plan

I am giving Dad a writen request to discuss the parenting issues at hand. If I set a date and he dose nothing to reschedual or dose not show, am I then with in my legal rights to make education dissisions? I am the custodial parent. The parenting plan states they will go to my school. One child has been going to his school for 2 years and will be transferd, the other is new in registering.
