Legal Question in Immigration Law in Washington

Hi, I'm trying to find ways to bring my little brother back into the US. He's 12 years old and I'm 20. He and my parents have been voluntary deported in Jan, 2011. I've been suggested to have my husband (US citizen) adopt him or me taking full guardianship of him and seeing if that's enough for him to get greencard and eventually citizenship. I just want to bring him back here so he can get the education he needs. He doesn't know our native language at all and my parents make barely any money to support him. English is pretty much all he knows. If my husband can adopt him, how long does it take? Can he get a visa to get here immediately? What are my options besides the ones I've mentioned? I appreciate any advice on this. Please and thank you.

Either your husband or yourself could adopt him (if you are a US citizen). In most cases, a married couple does it together. You would need to consult with a family law attorney for the best advice on the adoption. In the meantime, you may be able to apply for him to come on a tourist visa or an F-1 visa (for study in the United States). Those are your only options for bringing him here legally.
