Legal Question in Immigration Law in Washington

My mother filed a petition for alien relatives, to bring her brother out here and received an I-130 form asking for an interview. What kind of questions do they ask and what kind of answers are they looking for. If my mother wants her relative to come here so he can improve his lifestyle, is that enough? How strict are they?

They rarely schedule an interview for the petitioner. Was she called for the interview at the USCIS office even though her brother is abroad? Or was her brother scheduled for the interview at the consulate abroad (which is a normal practice)?
