Legal Question in Personal Injury in Washington

Here Is the story. i was pulling onto a street, and i turned too wide, and the other car swerved, and missed me. No damage was done to my car or his, no impact. So i decided not to stop, because no harm was done. Well the other driver pulled around, and started following me. He probably copied my license plate number, so he has my info. Can he seek litigation, from me?

It seems extremely unlikely. It is possible he thought you were a DUI driver and reported you to the police. However, if the police did not respond at the time it would be very difficult (perhaps impossible) to prove a DUI charge against you. Perhaps he just followed you to make sure you were safe to drive.
