Legal Question in Traffic Law in Washington

Crashes on private property

If you are on private property(a parking lot) driving with no licence and only 17 years old and you almost get hit by someone backing out of a parking space so you back up really fast and back into someone on accident who is only 3 parking spaces behind you. Would the driver who backed into the other driver atomatically be responsible because he was drivng with no licence?

The driver would "automatically" be responsible not because he didn't have a license, but because he backed into another car.

Whether a person has a valid driver's license is irrelevant with respect to liability. However, it certainly is a problem for insurance companies, who typically only insure licensed drivers.

There may be an issue regarding partial liability on with respect to the first driver you mention, but that would depend on several factors.
