Legal Question in Wills and Trusts in Washington

My uncle died in Hawaii without a will, and it took a month for the police to find his next of kin (my mom). The condo owner, who lives in CA, had her local relatives clean out his place the day after he died (according to the condo manager). They took everything, including his car keys and all of his personal papers (Birth certficate, S.S. number, military tags, everything!). My parents are in Hawaii, but the owner in CA refuses to return their calls. Do we have any recourse, and what can we do to prevent the theft of his identity?
