Student -Teacher sexual harassment

My daughter has repeatedly asked her teacher not to rub her neck and he persist in doing it. Is this sexual harassment?

This can certainly be considered sexual harassment; however, unless there are witnesses, it would be a difficult case to pursue. I would take this matter up with the principal immediately.
