can a police issue me a ticket after the incident, after i have left the scene, and after they have told me i will not be issued a ticket?

I believe that the answer to your question is yes. If the police continue their investigation and conclude that they believe you have committed a traffic violation, they can mail or deliver the ticket to you at a later date. You certainly have a right to contest the ticket.
