Legal Question in Personal Injury in Wisconsin

I have a daughter that was born Handicapp I think its because Ingested chemicals
I have--name removed--child now 12 that was born with--name removed--handicapp from what I belive is from me ingesting chemicals from where I worked when I was pregnant what I am trying to find out is there are 40 States that allow Children that were harmed while in utero but I dont know if wisconsin is one of them I need to know so that I can either--name removed-- Move forward so that my daughter is compensated or B. Try to get the law passed before she turns 19. Thanks Kimberly

Wis statute of limitations is 19, so child has a claim up to that age.
