how many times can a employer drug test you per year ?

Frequency of Permitted Drug Testing in Workplace

I am not aware of any statutory limitation on how frequently WI employers can require employees to submit to drug tests. There may be some regulations in employment situations involving the government or certain government contractors, but other than those, the issue is unregulated. Employers could therefore administer tests daily or even more frequently if desired, since WI is an "employment at will" state. That generally means that all aspects of employment, with the exception of a few protected categories of minority employees, are solely the product of free market negotiation. If however, when such negotiations between employer and employee have resulted in am employment contract or collective bargaining agreement, limitations on drug testing (or any other terms of employment) may be put in place.
