Can a appartment owners association restrict residents to use lifts in night?

Dear Sir / Madam,
Common amenities like lifts, playgrounds, gardens etc., are listed under essential services for the common use and welfare of all the residents of the locality. The apartment owners association cannot restrict residents to use the lifts in the night.
